Abstract: This study was prepared as case study for MAM cement production project proposed in Aldamer, Nahr an nil priovince. The study aimed to identify, evaluate the potential environmental effects of the proposal project to maximize, ensure positive effects & minimize, preventive negative effects. Also it provides sufficient informations for the approving authority to make a decision on whether to approve the project and if so, under what conditionss. The study summerized all aspects of most principles which must be considered to implement the EIA report for the idustrial projects prior to major decision being taken and commitments made such as identifying, predicion,evaluation, and mitigating the relevant effect. The study revealed that the cement plant will make good use of the natural resources and promote industrialization of surroundings areas comparing with other alternatives such as the importation of cement to meet the demand for cement because of high cost of importing and sorting cement and the CO2 emissions would be higher because additional energy would be required to transport the final product to Sudan. The project provides financial returns and substantial economic and social advantages to the society by industrializing surrounding areas and providing labor employment opportunities, otherwise the main impacts are dust, gaseous emission, and noise. The cost of pollution control equipments $14996000 and its ratio to total investment is 4.02 percent , that ratio is satifactory and acceptable to implement the project supporting with pollution control equipment to avoid The study recommended that from the alternatives optimization the project proposal is the best option to approve and implement. It also recommended that as long as the pollution control requirments are properly installed, operated, maintained, the residual impacts of the project could be maintained at an acceptable level.
