مساهمة الزكاة في معالجة الفقر دراسة حالة : ديوان الزكاة ولاية الخرطوم في الفترة (1998-2004م

Abstract

تهدف الدراسة إلي إبراز دور الزكاة في مناهضة وتقليل الفقر حيث أنها تمثل شكلاً من أشكال العدالة التوزيعية للدخل. ومعرفة الآليات التي تمّ إتباعها في تحديد الفقراء وحل قضاياهم والوقوف على النجاحات التي تحققت في هذا المجال بالتركيز على تجربة ديوان الزكاة ولاية الخرطوم في الفترة من ( 1998- 2004م ). كما تناولت الدراسة تحليلاً مفصلاً للزكاة كواحدة من مؤسسات الاقتصاد المناط بها إحداث التغيير الاجتماعي والاقتصادي . تبنت الدراسة المنهج الوصفي التحليلي والمنهج التاريخي من خلال الاعتماد على البيانات الأولية والثانوية. للوقوف على مدى التطابق بين الأهداف النظرية والتطبيقات العملية للزكاة في تحقيق التوازن الاجتماعي والاقتصادي خلال فترة البحث . توصلت الدراسة إلى أن دور الزكاة في محاربة الفقر ليس مقصوراً على معونة مؤقتة أو دورية بل تعداه إلى توسيع قاعدة التمليك وتحويل اكبر عدد مستطاع من الفقراء إلى أغنياء مالكين لما يكفيهم طوال العمر . كما ساهم الديوان في حل قضايا الإفقار والفقر الجماعي بدعم المشاريع الخدمية في مجالات الزراعة ،والتعليم ،والصحة ،والمياه ، والزراعة كما وجد أن الزكاة من خلال استراتيجيات التطبيق تعتبر من انجح السبل للقضاء على الفقر وتأهيل الفئات الضعيفة وزيادة مساهمتها في العملية الإنتاجية التي تصب في صالح استقرار المجتمع . ومن المشاكل التي تواجه الديوان تهرب المكلفين من دفع زكاتهم . وتصرف بعض المستفيدين من الصرف الرأسي ببيع المشروع والعودة للديوان مرة أخرى . وقد أوصت الدراسة بضرورة فاعلية خطاب الزكاة ورفع الوعي الزكوي ورفع قدرات العاملين على أمر الزكاة وتدريب المستهدفين على إدارة شأنهم على المستوى المحلي ومراجعة تكلفة إدارة الزكاة ؛ والعمل على تقليلها حتى يمكن توجيه أموال أكثر إلى الفقراء والمساكين والعمل على تقصير دورة الإجراءات الخاصة بالصرف . Abstract The study attempts to show the role of Zakat in poverty reduction, as it represents a form of justice in income distribution. Also, to Know the tools through which the poor are determined, in order to solve their problems and assess the success that has been achieved in this field, by concentrating on the experiment of Zakat chamber in Khartoum State, during the period (1998- 2004). The study gave detailed analysis of Zakat as an economic institution that led to social and economical change . The study adopted the analytical –descriptive approach and the historical approach ; which depend on primary and secondary data to investigate to extent which the theoretical goals applied in the reality, for achieving social and economic balance. The study concluded that the role of Zakat the role of Zakat in poverty reduction does not depend on temporary or periodical assistance ,but it over passed that to the stretching of the base of ownership and to transfer a great number of poor to be rich with their own means of livelihood .In addition ,to that Zakat chamber contributes to solving poverty and impoverishment issues through services project which support mainly in the field of agriculture ,education, health and drinking water. In the applied strategies, Zakat is considered as a successful tool for poverty reduction and rehabilitation of the poor to increase their contribution in the production process that led to stability in the society. There are many constrains which face the Zakat chamber such as the avoidance of beneficiaries for paying their Zakat and the role of the beneficiaries of the horizontal expenditure ,by sale of the project and returning to the chamber one more. The study recommended by the flowing: 1. the necessity of effective address of Zakat. 2. Increasing Zakat awareness. 3. training course for those who working in the Zakat at the local level. 4. Revising the administrative cost of Zakat, to reduce it for the benefit of the poor. 5. Minimize the procedures cycle of expense
