Abstract: This study analyzes the problems of administration concerning rural water supplies in Sudan. It identifies several weaknesses in rural water management that led to shortages in water production, consequently resulting in several social , economic and health problems.The study traces all stages of development in the management of rural water supply in Sudan , beginning with the establishing of the Rural Water Corporation in 1919. The study looks at the successes and failures , and analyzes many practices in the area of management therein. The study found out inadequate concern about rural people in the national policy of the country, and about producing water for them. That is , despite the fact that rural people in Sudan are the main participants in the economic activities , and are the least to demand their entitlement of services , compared with the urban people . The study also found that there has been no stability in the conditions of the Rural Water Corporation . For it was transferred several times between different ministries and departments. That is why it lost continuity of plans, which further disrupted its development . The study found that financing for the Rural Water Corporation has also been weak, which affected water production, and that personnel management has also been weak. In 1992, a government decree was issued concerning drinking water in the entire country. It dissolved the National Corporation for Rural Water, and the National Corporation for Urban Water, And three new national companies were established to shoulder the missions of the dissolved corporations on commercial basis(i,e as a step to privatisation) . The decree was executed in 1994 , but led to many complications. Although many officials think it was feasible to achieve more successes following the implementation of the 1992 decree,the results were mainly negative. Due to that decree, there arose many short commings, especially in financing, training, personnel management and in operation and maintenance. Similarly planning, execution , follow up and evaluation grew rather weak. Besides , the responsibility for rural water administration became even more vague .The study also considered the participation of voluntary organizations that made some success in rural water management, especially in financing and in community participation. The study has found that the management of rural water in Sudan lacks appropriate legislation and rules to mandate the central government water authorities, local government authorities and the local people, to participate and cooperate in achieving more positive in the area of water production. Then the study concludes with more ideas to solve the main problems which were analyzed.
