Abstract: This research is concerned with administrative organization and its effect on development of service establishment performance – Khartoum State water corporation study as an example for providing the state population with water. The study includes four chapters as following: Forms the theoretical framework of the study, Organization Management concepts, Administrative Management schools, Bureaucracy and Organization types. Handles Khartoum water corporation establishment, formation, objectives and manpower development through the different administrative eras. Discusses K.S.W.C services represented in rural and urban water administrations considering distribution, purification and chemical treatment fields in all purification stations. As well as ground water wells water distribution nets in addition to the corporation developing project inter- state cites are discussed. A questionnaire is designed and used as a means to meet a study requirement such as proving or denying for assumptions. It contains the research and assumptions data in addition to direct questions regarding the administrative organization and performance development, K .W.C society is taken as sample for the study benefit. Samples of 150 individuals have been taken from all the three cities. Includes analyses and evaluation of data through spss program which resulted in the following: 1. Proving of administrative organization direct reflection on performance development. 2. Confirming that job description represents one of organizational problems that effects the Corporation performance. 3. Confirming that motivation and training polices have direct effect on the Corporation performance development. 4. Linking weakness of water supply with the organization disability to fulfil its objectives. Recommendations have confirmed the necessity of crocheting on organizational and functional framework that includes delegating to the assistants’ part of the authority and helps in smooth running work operation. An administrative experienced qualified and efficient cadre is required to carry out planning, organization and orientation. All operating departments must be subjected to training to promote promotion of performance and production increase. Motivation polices must be initiated to production and raise morale. New purification station, more ground wells must be established, and water supply nets must be rebuilt to decrease rates of water loss.
