Abstract: This study considers the present system and practice of promotion, and problems pertaining to promotions, in the Sudanese civil service. In doing so, the study views the promotion system (per se) as an instrument of change organizationally, procedurally, functionally, and behaviorally. Promotion is also seen in the present context as being closely related to the broader issue of public employment. Especially that the civil service of Sudan is currently beset with some worrying extent of deficiency regarding structure and employee promotions. Hence the link between promotion and other employment problems is the main focus of the study. Despite the country\\\\\\\'s recent move toward greater privatization, the civil service in Sudan is still faced with a quite significant role in rebuilding the national capacity for promoting good government and realizing greater social and economic development in the country. And to assume that role more successfully than the present situation shows, civil service reform programmers would need to pay more attention to its system of promotion and solve problems arising from weaknesses that the latter continues to suffer. Therefore the Objective of the present study is to assess the factors currently taken into consideration to assess the knowledge and capacity of public employees for the purposes of promotion. That is, including the specific methods and procedures whereby presently promotions are effected at all levels of the service. And, based on that, the study arrives at some pertinent conclusions regarding the reform of the promotion system and solving problems involved. The study examines a set of three inter-related hypotheses: (1). The bases for promotion in the civil service of Sudan do vary significantly according to the varying degree of objectivity in the comparison between different candidates. (2) The chances for in-service education and training are not fairly allocated between different employees due to difference in personal relations, thus resulting in impartiality in assessment for promotion. And (3) the influence of a candidate\\\\\\\'s level of education may significantly differ with variation in adopted criteria for promotion. Apart from the review of available literature on the subject, the study utilized relevant material from several official sources; including reports, and laws and regulations. However, the study also greatly benefited from interviews conducted with a number of senior and middle level officials in the National Pension Fund (of Sudan). The study consists of six chapters which respectively present (1) an introduction, (2) a theoretical background, (3) Promotion policies and practices in the Sudanese civil service, (4) systems and practice of promotion in the Sudanese civil service, (5) the practice of promotions in (Sudan\\\\\\\'s) National Pension Fund, and (6) conclusions and a discussion of findings
