Abstract: Keyworde المستخلص باللغة الإنجليزية The main objective of this research is to study ,analyze ,and compare some elements of management monitoring and control in addition to the administrative media in the government of Sudan . The research demonstrates the role played by the system in the social and economical development in both developed and developing countries . The government of Sudan eventually perceived the necessity for developing strong administrative system to cope with the fast tempo of progress in the world . The civil administration in the Sudan is suffering from inefficiency and ambiguity in different fields :job classification ,distribution of responsibilities in the different departments and units previous studies in the same field show that rules and regulations are not practically applied . The methodology of this research is based on descriptive ,analytical elements that depend on past studies and reports in the same subjects . The research concentrates on management control in governmental department we take the Ministry of Health in Khartoum as a case study between the year 1993-2003 the objective of the case study is to explain the role of the Ministry of Health in performing a refined services under the umbrella of practical management and control system also analyze the shortage and constrain to present a healthy services . The question is why the system does not work well is the reason lack of control system or lack of response from the officials with the system the pivot of the research is the situation of the Ministry of Health under strong control management through good planning ,manpower training and healthy work atmosphere . Recommendations ; 1-reorganization of the management system and development of control devices ,and good communication system and distribution of responsibilities and resources. 2-capacity building of the officials by training and development of their skills morals and potentials . 3-periodial forums and lectures for the officials to present a refined service for the society expansion in spreading the annual reports concerning the management control monitoring and awareness .
