Title: أثر الإدارة الإستراتيجية علي كفاءة وفعالية الأداء (دراسة قطاع الاتصالات السودانية)

Abstract: Telecommunications companies face several challenges in the Sudan, on the top of which is the challenge facing senior management. The situation is complicated by a business environment that is constantly changing, influenced by rapid technological developments and intense competition for resources, which necessitates the adoption of advanced management techniques by the management of these companies to deal efficiently and effectively with the different variables. The focus of the research problem is the extent of the application and practice of strategic management in the telecommunications sector in the Sudan, and the impact of that application on the efficiency and effectiveness of performance in this vital sector. The research aims to identify the application and practice of strategic management in the telecommunications sector, and to trace its impact on the efficient and effective functioning of this sector. The study tests several hypotheses which are: the senior management's in telecommunication companies has enough knowledge and understanding of the concepts and methods of strategic management; there is a statistically significant relation between senior management's knowledge of concepts and methods of strategic management and it's implementation and practice in the telecommunications companies; and that there is a statistically significant relation between the Sudanese telecommunications companies management knowledge of environmental analysis process, and applying and practicing strategic management. This is in addition to: the assumption that the internal environment "resources and capabilities, organizational culture, organizational structures" of the telecommunications companies help to apply and practice of strategic management; that the application of strategic management leads to efficiency and effectiveness of performance in telecommunications companies; and that the application of strategic management leads to the achievement of the objectives of this companies. The study used a descriptive analytical method, which describes studied phenomena and events, as well as the method of statistical analysis, and specifically the (SPSS) program to analyze the questionnaires and test hypotheses. The research comprises six chapters: The first chapter discusses the general framework of the research and includes the research plan and the literature review: the second chapter addresses the concepts of strategic management, while the third chapter dealt with the elements of strategic management and performance evaluation, the fourth chapter is concerned with the telecommunications sector in the Sudan, and the fifth chapter deals with the field study and, finally, the sixth chapter is devoted to test the hypotheses and discuss the findings and recommendations. The study concluded many results, most important of which is the verification of all the hypotheses of research, proving that senior and middle management in telecommunications companies has enough knowledge of the concepts and methods of strategic management, and that there is a high correlation between the personal and demographic variables of respondents, and their knowledge and understanding of the concepts and methods of strategic management. The study also shows the mediation of application and practice of strategic management in telecommunications companies, and found that the vast majority of respondents are aware of the importance and the advantages and benefits of the application of strategic management in these companies, and that 90% of respondents strongly believe in the need to implement strategic management. In addition, the study found that the application of strategic management leads to efficiency and effectiveness of performance in communications companies, and that those companies has an interest in training in general, but there are weaknesses and deficiencies in training in the field of strategic management. The study found there are some constraints and determinants that affect the application and practice of strategic management in the telecommunications sector in the Sudan. Based on these results, the study provides a number of recommendations including: the importance of training in the area of strategic management, particularly in the area of planning, analysis and control. The study also recommends from senior management in Sudanese in telecommunication companies the application of strategic management in all operations and activities, and making use of experienced and competent cadres in the area of strategic management, because the results of the study confirmed the benefits and advantages of the application of strategic management and its impact on efficiency and the effectiveness of performance. The study recommends, too, addressing the barriers and constraints that affect the application of strategic management in the telecommunications sector, and developing appropriate solutions so that this sector could capitalize the benefits from the application of strategic management in achieving its objectives. The study recommends that telecommunications companies need to take care of, promote and sponsor scientific research, and proposes the establishment of specialized units within these companies for this purpose and, to collaborate with researchers and provide them with assistance, so that this will reflect positively on the development and progression of these companies
