Title: مخاطر التمويل في الجهاز المصرفي السوداني

Abstract: This study aims at determining the types of risks, which threaten the Sudanese commercial banks, how to manage them and the role played by the Central Bank of Sudan, to mitigate the financing risks, during the period (2000 – 2008). The case study is the Farmer Commercial Bank. The research problem, is, that there are risks, which face commercial banks; and which may affect the efficiency of the banks. So, it is important to endeavour to mitigate. The research hypotheses: Existence positive relationship, between non sufficient guarantees from the client, and default. Existence positive relationship , between the focus on a specific form of financing, or specific sector; and default. Existence positive relationship between the deficiency of the analysis of the financial status of clients, the deficiency of the feasibility studies presented by the clients and default. Existence positive relationship between the weakness of expertise, of the financing management officials; and default. The study used the statistical-analytic approach, to reach the findings which reflect the banking performance, and determine the constraints which face it. The study exposed that the problems of financing; and specifically, default is attributed to the non sufficient guarantees, the deficiency of the financial analysis and the feasibility studies, the focus on a specific form of financing or specific sector the expertise of the financial management officials, is deficient. The study recommended: Focus on project feasibility studies, without the focus, on the guarantees only. Establishment of a data base for the credit records, the collection of all the current operations of the client, knowing the total obligations of the client before approving the financing. Non-focus on a specific form of financing, or a specific sector. The role of protective controls and the internal audit, be activated for treating the flaws, at an early stage of the risks of credit. Subjecting the financing decision to technical studies.
