dc.description.abstract Name : Yousif Suliman Saeed Takana. Title of Thesis : Conflict Over Poweƌ ĂŶĚ ZĞƐŽƵƌĐĞƐ ŝŶ ĂƌĨƵƌ ϭϲϱϬ-ϮϬϬϮ͘ A Study in Politics, Governance and Administration. The study investigates into Darfur instability and tribal conflicts for the last decades. The most important are: the central government policies ĚƵƌŝŶŐ ƚŚĞ ĐŽůŽŶŝĂů ĂŶĚ ƚŚĞ ŶĂƟŽŶĂů ƉŽůŝĐŝĞƐ ĂŌĞƌ ŝŶĚĞƉĞŶĚĞŶĐĞ ϭϵϱϲ͘These policies failed to establish new institutions that could regulate competition over power and resources. In effect this led to the chaos and wars in Darfur society. Recommendations : ϭ) To solve Darfur crises and bring it back to stability and social peace the study concludes that a radical reform of national policies towards Darfur is essential. This reform must consider Darfur heritage in governance and administration. Ϯ) Since Sudan independence Dafurians felt unhappy about their share in ŐŽǀĞƌŶŵĞŶƚ ƉĂƌƟĐŝƉĂƟŽŶ͘ dŚŝƐ ǁĂƐ ĞǀŝĚĞŶƚ ǁŚĞŶ ŝŶ ϭϵϲϱ ƚŚĞLJ ĨŽƌŵĞĚ both Darfur Development Front and its military wing Sony Organization. To address such feeling the central government should reconsider its establishment to secure equity and justice for Darfurians. ϯ) Tribal dars in Darfur has become the major source of conflicts. The concept and traditions governing its usage are obsolete. New ones to accommodate land have-nots should be introduced. ϰ) The existence of Darfur region as one administrative unit for a long time created special identity for its people. Central government policies should respect this cultural identity like other ones. ϱ) The deminishing resources of the region causes bitter competition. A strong central planning organ to plan and organize these competitions over resources is needed. en_US
