Abstract: This dissertation is in the field of the physical planning. The purpose of this study is to examine the settlement pattern and the existing life-styles of the different groups in Mesairya Humer Belt, aiming at generating strategies for settlement development resulting in supporting and improving the existing situation. The choice of a strategy for settlement development in the Mesairya Humer Belt is due to absence of to achieve the main goal of this dissertation ,the study formulates the strategy for settlement development ,considering the opportunities and constraints ,social and economical organization characterizing the area . The methodology applied in this study is based on a structural model. Formulating the mentioned model helped in expressing the reality of this study area in more systematic manner resulting in better understanding as the content of the study area (components ,elements , activities and structural levels ) . So far the conceptual framework of this study is based on the analytical structural model ,through which the study area is well described structurally .Moreover ,it has been used to reveal the constraints and opportunities in the study area with respect to the different development interventions. Further through the same framework arising from the model ,the strategy was addressed . More or less the study area is of three components (nomadic , rural and urban ) of different life-styles although they are of strong relation ,continuous interactions and depending on each other as complementary components .The fact is that ,the study area represents a continuum of a socio-economic structure dependent to higher or lesser degree on animal and cultivation , .This fact was given great consideration in formulating the strategy in order not to produce imbalances and disturbances in the settlement development process . The strategy aims to resolve the deficiencies existing in the study area. The strategy was outlined by immediate and short term proposals .Immediate and short term proposals .Immediate term aims are to maintain ion and improve the existing resources and improving the productivity in the different fields. And short term aims to satisfy the study area with its actual service and production needs .Moreover, the strategy aims to ensure the balance and the continuity of the different life-styles and settlement patterns.
