Abstract: The majority of the Sudan towns and cities and the urban complexes in the Sudan urban centers are ugly and depressing. This is because of the absence of the perfect open space, public squares, trees in the streets in front of houses, trees inside the houses in the courtyards and absence of private gardens. Even worse than that, most of the available open spaces have become places for garbage disposal, the remainders of building materials and a home for street animals. This definitely causes a lot of nauseate to the inhabitants and the visitors. It could also be noticed that there is a high degree of pollution that results from such negligence, there is also a lot of dust blowing – up in the dusty season. There is the possibility of making these residential areas beautiful, civil and practical at the same time. This could be done by caring for the open spaces, public gardens and streets. This would help in the preservation of the environment and the projection of the beautiful façade of the town, city and the residential complexes. It would also avail of the offering of better social and cultural services. Hence, it would be possible for the town, city or urban residential complexes to achieve a unique personality, acquiring a beautiful face, showing a pleasant form and performing a sum of benefits that serve both the local and public society. Such a great achievement could be accomplished by behavior of the citizens who live and work inside these residential complexes and those who are responsible for them. It is these two groups of people who could give to the residential complexes and the city their form personality and spirit. This affair is already starting in some towns, cities and residential areas in the Sudan in the later period, specially in Greater Khartoum. The purpose is to make Khartoum as an urban center. So, committees for beautifying the national capital were established so as to project the aesthetic features of this capital and at the same time to satisfy the practical and functional requirements that are needed in modern towns and cities in serving their populations. Most of the care and attention, in this direction was directed towards the open spaces and the streets, in attempt to plan, design, and perform regular periodical maintenance. Thus, citizen were encouraged to make use of these arrangements and to spend beautiful evenings in family promenades. The only flaw is that the local authorities have utilized these opening spaces for a function that is not theirs that is, collecting fees and charges for entry and to use the services (much as the children games).The impetus for this study had sprang up from observing the general problems facing the residential areas, during the researcher work in the Ministry of Housing and Public Utilities. It was also observed that there was a mal-utilization and exploitation of the open spaces and streets. There was also a noticeable shortage of the necessary services, much as, water supply, electricity supply and public transport facilities. It was also noted that citizen have maltreated public properties in this realm, as they did not grasp the role for which the open spaces and streets were originally designed in the urban residential areas. In light of the above, the research had opted to investigate the impact of the planning and design aspects that presently prevail in this situation; in addition to exploring the behaviours and costumes of the citizens in the various uses of the open spaces in the urban residential areas. In this realm, the research was very much interested in the projection of the wrong practices and present mal-utilization of the open spaces and the role they could play. For this purpose the research had chosen an Urban residential area in Greater Khartoum, for thorough investigation. It started with a literature review of the considerations and theories of the designs, planning and execution of open spaces. It contains a study for the proper implication of these theories in the construction and use of the open spaces. At the end of the research there are recommendations for planning and design for the urban residential areas. There are also recommendations for practical use of the open spaces.
