Title: متغيرات وآليات النزاع القبلي العربي - العربي في دارفور بالتركيز على الرزيقات والمعاليا

Abstract: The aim of this research is to study the causes and mechanisms of conflict between the Rezeigāt and the Macāliyaand the recent changes in the mechanisms, tools and roles of mediators and traditional leaderships.The research follows the historical and descriptive methods and depends essentially on primary sources based on a prolonged fieldwork in areas of the studied groups, wherein interviews, participant observation, discussion groups are used as tools for data collection. This is besides secondary sources, includingbooks, previous studies, conference papers, articles in scientific journals, media and written reports. The main findings of the study could be summarized as follows: The conflict between the Rezeigāt and the Macāliya is an old one, but there a have been supporting variables that have been added to the old causes of this conflict, and eventually, constituting additional constraints to its final solution: The Government's role in the conflict between the two groups has been the role of spectator. A new party has recently emerged in the efforts to resolve the conflict between the two groups; that is Darfur Regional Authority (DRA), but its intervention has been slow. There is an erosion of the traditional authority of the native administration in the field of war and peace among the tribes. It has become also difficult to resolve any dispute between the Rezeigātand the Macāliya through "jdiyya" due to the lack of commitment on the part of the members of two tribes to the outputs of their efforts. In addition, there has been the participation of leading figures (local ministers) making hostile statements; so, it is difficult to describe all participants in the fighting as Rezeigāt or Macāliya. Unlike in former tome, there are now pre-conditions for the two tribes that need to be met before engaging in any reconciliation conference. There are new combat weapons on the battlefield, which have been used in a wrong way. In light of these findings, the following recommendations have been made: the State should care about its citizens first, by providing security to civilians in the areas where tribal conflicts escalate;the Government should stop providing weapons to tribes, as the State is the only body that monopolizes the use of force; and the State should contribute seriously to the resolution the problem of the Rezeigāt and the Macāliya, because they are, in the end, its citizens.
