Abstract: The main objective of this research is to address economic planning with regard to realization of efficient use of limited productive resource; that is through testing the economic plans to describe the conformity of their result with reality. The study endeavors to ensure that the economic development plans have achieved the best use of resources in Saudi Arabia as well as contributing to raising the level per capita income and achieving balanced sustainable development. In addition, a comparison is made between Saudi Arabia experience and Sudan regarding economic development plans.The methodology adopted combines the historical approach and the descriptive analytical approach. The data are obtained from secondary sources, including books, periodicals and the successive economic plans from relevant economy and finance institutions. The analysis of the data involves its arrangement in series and frequency table, statistical measures such as t-test and linear regression were also used as focal point this research. The main findings are the following: development plans have contributed to the efficient use of the resources but at bare minimum, though the plans have contributed greatly to the development of productive sectors, raising average per capita income and achieving balanced sustainable development. Also the political instability in Sudan resulted in failure of development plans and realization of sustainable development. By comparing the level of implementation of the development plans between Sudan and Saudi Arabia, it is clear out that Saudi Arabia has committed itself to implementing the plan while the results were dawn the objectives’ level because of the scarcity of natural resources. This is while Sudan has not adhered to the implementation of all economic plans because of political instability and external economic pressures.
