Abstract: Urban indicators are considered one of the most important mechanisms for measuring the variables of different sectors so as to control the development process and management, and to monitor its programs and extract feedback and to support decision-making and everything that affects the preparation and implementation of urban policies. Indicators help to accurately diagnose phenomena and events, and enable beneficiaries and those who are affected by decisions to participate in the decision-making process .The Problem of the study is focused on the existence and use of points of reference, with in a list of indicators, that help to assess the current Situation and to evaluate the course of urban development, and the level of communication between development actors in Khartoum state. In order to establish a reference that enables comparison of the status of Khartoum state regionally and internationally .The aim of the study is to compare the indicators produced by the state urban observatory with international and regional standards . And to determine their contribution to the diagnosis of poverty issues and policies, aiming to utilize urban indicators in the planning process , and to establish a knowledge culture of the importance and the role of urban indicators in achieving sustainable development . Due to the problem complexity, the study used two methodologies: The first is the comparative analysis to analyze the State Observatory indicators , taking into account the minimum UN Habitat II indicators, and Almadina Almunawara urban observatory indicators, as comparative standards .The second is the critical analysis to the design of an integrated model of indicators to assist in the decision-making process . It was also used when analyzing observational indicators and measuring their contribution to diagnose urban issues , particularly urban poverty . The study concluded that it is difficult to compare the urban situation of the state with its counterparts around the world. Due to the weak local standards of Khartoum observatory which used only 19% of the international indicators and 14.6% of the regional indicators . Local standards used to diagnose urban poverty and policies have also failed . The study also developed a model of indicators suitable for each stage of comprehensive planning. VII The study recommended activating the role of the Urban Observatory of the State of Khartoum, supporting it with manpower and equipment so as to produce solid indicators that support the progress of urban development . And to design a clear and continuous feedback mechanism that enables decision-makers and planners to communicate with all development partner.
