Abstract: This study seeks to explore and identify the effect of strategic planning on performance improvement in Sudan's Youth and Sport sectors. More specifically it endeavors to identify the likely positive relationship between the improvements in the internal and external environments of the said sectors, on the one hand, and performance improvement therein, on the other hand. This is in addition to exploring the factors that have weakened the effectiveness of strategic planning in the two sectors. To carry out the present study and verify the hypotheses on which it was based, the researcher employs descriptive as well as analytical methods, in addition to the inductive method of analysis. As part of that, the study solicits data and opinion of a sample of persons engaged in each of the two sectors from within as well as from outside the sectors using a questionnaire and conducting interviews (with randomly selected samples). The data and opinion collected by means of the questionnaire are analyzed using the Statistical Package for Social Science (SPSS). The results obtained by the study revealed that previous strategies in the two sectors were not carefully followed up by the respective government departments, and that the parts of the strategy implemented were only marginal. This fact is indicated by the statistically significant relationship between the improvement in performance in the sectors of Youth and Sports, on the one hand, and the successful implementation of the strategy, on the other hand. The study also revealed that there is a significant statistical relationship between improvement in the internal and external environment and performance in each of the sectors. However, the level of participation by the executive leaders and employees in strategy preparation in the two sectors takes place with a medium statistical value. And there are factors that impede effective strategic planning and implementation in the two sectors, which include the weakness of organizational structures and legal provisions, in addition to the shortage of finances and the inadequate training and capacity building. The study recommends the need for the preparation of an entirely new strategic plan that should help correct the previous weakness in this respect. This in turn would require giving a fresh impetus to the steps taken in both strategic planning and administrative reform. It is also recommended that factors involved in both internal and external environment are taken into consideration to promote the two sectors. This will further entail broadening participation by executive leaders and employees of the two sectors in the preparation of strategic plans and in controlling the impeding factors already mentioned above by means of suitable legislations, structures updating, providing essential financing and training.
