Abstract: The study aimed at identifying the points of strength and weakness in reading and writing skills for the pupils of second grade of the basic education in Omdurman locality, so as to design a suggested program for developing these two skills. The researcher adopted the descriptive analytical method. A random sample from the pupils of 14 schools, out of the 27 schools in northern Omdurman sector was selected An observation check list was used as a tool for evaluating the performance of the pupils in reading and writing skills. Two groups (experimental + control) were used to measure the effect of the suggested program upon the purposive sample, which consists of 60 pupils in Abdulrahaman Alhadi basic school. For data analysis the researcher used the statistical package for social sciences (SPSS). The evaluation of the study has come to a number of findings, the most important are: First, in reading skill the study showed that: The pupils of the second grade of basic education did not properly master reading skill and there was general weakness in reading skills like: distinguishing between similar letters in reading as fellow: Distinguishing between the “gaf” sound and “Ghain” sound, and between “thal” sound and “Zain” sound, also between “haa” sound and tied “taa” sound. There was a moderate degree of mastering some of reading skills, such as: Distinguishing “Al Alshamsyah” in which the “L” sound is not clearly pronounced For “Al Algamariah” in which the “L” sound is clearly pronounced, and also they had a moderate standard in reading the preposition attached to nouns. Secondly in writing skill the study showed that there was no high degree of mastering writing skills. And there was also general weakness in this skill, represented in the unproper sitting to writing, and also in distinguishing between writing the “ha” and the tied “ta”. The pupils mastered some writing skill to a moderate degree, such as: Distinguishing similar letters in shape (Dad(ض) and tha(ظ)), and also adding vowels forms to the Arabic words in a proper way. Based on the findings, of the practical side of the study, the results of the application of the proposed program for the development of pupil’s reading and writing skills showed that there were statistically significant differences in the developmeant of pupils ‘reading and writing skills for the benefit of the experimental group, on which this program has been applied . The study came out with these recommendations: Attention must be paid to reading and writing skills. It is necessary that teachers should use correct and simple Language when teaching reading and writing skills. It is also necessary to focus on pronouncing the similar letters correctly, when teaching reading and writing topics. The researcher also recommended that this proposed program should be applied with larger group of pupils from second grade in basic education.
