Abstract: This study aims at investigating the reality of the digital libraries in the universities in Khartoum State and to know the requirements of implementation of a university digital library project. It also intends to know the constraints which are impeding the success of such kind of libraries and, hence, to present a model or a conception of a proposal for establishing a successful digital library. The study uses the descriptive analytical method with its two parts; the survey and the case study, with emphasis on the field study technique. The study relies on primary tools for data collection, including a questionnaire and personal interview. The questionnaire comprises a number of axes and questions to be distributed to two targeted categories. The first category consists of 100 employees to be distributed through a random method consisting of 9 axes and a number of questions. The second category is administered to the beneficiaries of the university libraries counting 400: it comprises three axes and a number of questions. This is in addition to a number of interviews with 20 deans and Liberians from investigated universities (8 universities), which are: University of Khartoum, Neelain University, Omdurman Islamic University, Alzaiem Alazhari University, Omdurman Ahlia University, University of Science and Technology, Ahfad University for Women and Future University. The field research was conducted during the period from December 2016 to February 2017. The study adopts the statistical package for social sciences (SPSS) program for the analysis of the study data. The study came out with a group of findings, the most salient of which are: existence of a suitable infrastructure for the establishment of a digital library in the universities according to the sample of the study at 90.7%; and availability of the awareness of the competent authorities of the necessity of the existence of digital libraries and their continuity. The study also revealed that the university libraries’ employees are 100% academically qualified in the field of libraries and information. Likewise, the study found a number of constraints, including lack of enough knowledge of the new scientific techniques of documentation and the public property rights, oldness of the equipment and programmes and weakness of the networks. The study presented a group of recommendations, the main ones being: the necessity of establishing a unified administration which should include the administrations of the university libraries and each member of this administration will represent his/her university and he/she should be from those who are part of the decision making power. The new administration should be capable of decision–taking and provision of the financial support to the libraries and the on-going training for the employees. This is in addition to conducting appropriate feasibility studies for surmounting the constraints or difficulties that are facing the digital libraries building projects. Universities and other institutions that plan for establishing digital libraries are also recommended to benefit from proposal such as the one presented by this study
