dc.description.abstract This article deals with the theoretical and practical sides of the federal system and motives and reasons that make it the most suitable constitutional, managerial and political system for the Sudan, particularly under the current and future circumstances and the presidential system. The article also, tries to determine the ability of the federal system to push economic administrative, political and social development, beside studying opportunities and challenges facing the federal post-secession Sudan. The article demonstrates that the most important negative consequences and weaknesses in the federal system in Sudan, is that financial resources are not fairly allocated among states and localities, which reflected negatively on the performance of many states in general. The article recommends revision of the federal system after the secession of southern Sudan, and commend the importance of better use of the limited resources. For bringing service closer to the people, the article recommends rethinking division of the states in the Sudan in the light of comprehensive studies that consider sensitive geographical, economic, ethnic aspects and the size of population. The article also recommends reducing the number of localities, and stating their share of revenue in the constitution, with the aim of spreading the fiscal balance, in order to manage local good governance, and having the fruits of federalism. en_US
