Abstract
The principal aim of this research is to recognize the rate by
which the supreme Council for wages has achieved its objectives,
duties and functions, in terms of setting wages policies in public
service, through considering the economical, social and financial
factors in the country. The problem of the research concentrates on
making sure whether the supreme Council for wages has succeeded in
achieving its assigned objectives and tasks. Four hypotheses have been
identified through a field study. In this research theoretical analysis has
been used, with dependence on scientific references, official studies,
researches and reports. The other method adopted was the field survey,
in which the opinions of one hundred of the public service employees
were taken. These opinions were then processed by the computer
through percentage measurement, in addition to tables and diagrams to
display the results of the study.
The research has been conducted in chapters and themes .Chapter
one handles the theoretical framework, whereas chapter two discusses
the development of wages (salaries) in Sudan .Chapter three tackles the
establishment and progress of the Supreme Council for Wags.
Chapter four handled the field study, results, recommendations and
conclusion.
One of the most important results of the study was that the
Supreme Council for wages has not achieved the objectives and tasks
assigned therefore. This is attributed to the weakness, default and
slowness of the Councils performance, due to its lack of wide range of
authorities and functions, and to the shortness of the capabilities and
potentials thereof. The main recommendations include the importance
of keeping the supreme Council for wages, with exerting more efforts
in strengthening its and expanding its authority financial and human
facilities, in such away as to perform its work, in a proper way.
