Abstract
The subject of this study is the analysis of functional structural defects of the third world in general, the Arab world and Yemen in particular. Development is mainly coexisted with the modern state and its reliance on modern functional and structural factors of legitimacy, political authority, effectiveness of law implementation, plurality and objective principles of liberty, justice, equality plural democracy as the main ingrediance of principles demanded in the modern state for the achievement of development. Political development as an effective device by which development in all aspects of human life is urgently required specially in under development countries for positive change. Successful structural modernization depends in its major part upon essential central factors of political, social, cultural, educational, economic, technical, management and legality. Any neglect of the above factors will cause adverse consequence and a state of imbalance, which in turn will lead to failure in achieving development. On the other hand, the research analysis the major causers of under development in Arab society in general and Yemen in particular. These include inherited political traditions, impact of colonialism and economic disparity of underdevelopment. The findings of the research prove the point that underdeveloped societies are characterized by structural defects of natural factors of geography, traditional social structure, political tradition as well as economic cultural and educational level of the society. Those factors contributed in way or another to underdevelopment. On in addition to the above factors the inherited local tradition plays a great role in the state of underdevelopment in Arab countries, beside the impact of colonization. Colonialism, undoubtedly has the most devastating impact and destruction of Arab society, this include diversive policies, and the planiting of pro- western regimes lea by traditional tribal sectarian leaders. Colonization is undoubtedly the factual outcome of the study that had the major influence upon the identity of Arab societies
