Abstract
The Purpose of this research is to study governance in Sudan after the Comprehensive Peace Agreement 2005, focusing on power sharing aspects of the agreement, and how the implementation of the power sharing agreement could work towards promotion of governance, enhancing legitimacy and accomplish unity and nation building in Sudan. The research seeks to address the challenges of the implementation of the power sharing agreement at different levels of the government: national, regional and at the state level. The methodology used for this study mainly comprises questionnaire to members of the National Assembly-GONU, Southern Sudan Legislative Assembly, and Upper Nile Legislative Assembly in Upper Nile State in Southern Sudan. Informal interviews were primarily carried out during the field trip by the researcher in Khartoum, Juba and Malakal in Upper Nile State during the period of 2008-2009 with members of political parties, politicians and academics. The implementation of power sharing agreement shows lack of capability among the political parties these parties are also challenge in decision making and policies formulation. The three assemblies have implemented the agreement formulas by allocating seats, committees’ membership. There are some obstacles such as: lack of transparency in decision making, revenues and developmental projects allocation, and tribal conflicts in some areas. In addition to that, establishment of a new system of administration remains a challenge in post CPA in southern Sudan all these obstacles are rendering endorsement of governance in Sudan. As the process of the implementation of the CPA is moving at slow path, the endorsement of governance is still in course of action with obstacles, political parties enter the most critical phase of the interim period to lay down road map for democratic transformation
