Abstract
This study handles the topic of promotions, in accordance with the open and
controlled system for the vacant posts of the non-academic staff of the
University of Khartoum. This is based on the consideration that this system is a
basic scientific approach for resolving the promotion problems. The applied
system of promotion in the University, also, is not based on the scientific
approach, the regulations and the laws.
The axial issue of the study; is as follows: What is the system applied by the
University, in promotions? Why it is not restricted to the vacant post? The topic
is, then, handled on the light of certain hypotheses; such as, the non-existence
of organizational structures, jobs which include job description and jobs titles.
Evermore, the present system of promotions does not transfer the promoted
person to higher tasks and responsibilities. Promotions; meanwhile, accompany
and are linked to training in accordance with the applied rules in the University.
The study adopted the descriptive – analytic approach. It benefited from the
primary sources; such as, the questionnaire, the interviews with the specialists,
the focus group discussions and telephone contacts. As for the secondary
sources, these are represented by the various references, scientific papers which
dealt with the topic of the study, official sources of reports and statistics and
records from the various Departments of the University.
The study is included in three chapters. Chapter one dealt with the concept of
promotion. Chapter two covered the Organization structure and the system of
administration in the University of Khartoum. It exposed the present systems of
promotions to the academic posts and the non-academic jobs. Chapter three
reviewed the collected data, discussion and analysis.
The research reached several findings, the most important of which are as
follows:-
١- The University of Khartoum adopts the open system of promotions, does
not make it a condition that there should be vacant post and that promotion is
based upon specific time periods.
٢- There are no job structures which include the job description and job titles.
٣- The job pyramid of the officials is flamboyant and reflected, thus, clear
distortion, as the ratio of ٥١٫٨% of the officials are found in the senior posts, as
compared to ٤٨٫٢% in the middle and lower jobs.
The research presented a number of recommendations; the most important
of which are:
١-The Confidential Office of the University Administration must be developed
and supporting with the suitable man-power, so as to absorb the tasks of
supervising the promotion of the academic-equivalent administrators, the
technicians and the laboratory assistants; in addition to its present tasks.
٢-Adherence to the unified bases of the promotion of the non-academic staff
and workers, in the higher education institutions, which were approved by the
Minister of Higher Education, in١٩٩٦. These rules of promotion provide for
operation according to the vacant post for the senior grades.
