Abstract
The research is an attempt to study and diagnose Sudan's foreign policy with the most influential country in the world. The United States of America. The purpose is to find out why relations between the two countries, specially between 1989-2010, dramatically changed when compared to different periods between 1956 when Sudan gained its independence up to 1989, when the current regime of (Al-Ingaz) took power. The researches importance stems from the fact that the United States of America is now known to be the most influential superpower in the world. It is a country that can directly or indirectly play a role in stabilization or destabilization of many countries in the world specially the Third World countries. It can also become effective enough in directing the course of action that different countries take concerning neighborly relations, and also relation with the world at large. The dramatic changes in the relations between the two countries after 1989 are the focus of the research. What kind of changes in both short term n long terms? and why? Emphasis is made on the internal policies of the regime in Sudan s well as its external policies. Internal and external policies in Sudan since 1989 were characterized by slogans that were very anti-Western and in particular against the USA. This led is a sort of disruption in the relations with the west. The United States reaction was very severe. This was manifested in economic sanctions against Sudan which in turn jeopardized its economic ties with other countries with policies closely linked to those of the USA. The USA went further when it accused Sudan as country harbouring terrorists. This accusation exacerbated the problems faced by Sudan as far as its external contacts are concerned. This was very true in a uni-polar world led by the USA. The research shows that in the last decade there were signs of improvement in the bilateral relations between the two countries. This was very clear after 2002 when Sudan seriously attempted to put an end to the north-south civil war. A number of American envoys were sent to Sudan to negotiate with the Sudanese government as to how to put the Sudanese, American relations back on its right track. However, a number of obstacles surfaced that stood in the face of improved relations. Among the most important obstacles is the war in Darfur. As the research shows, American pressures on Sudan never ended and demands by the American government were endless. It was clear that America was after its own national interests. The Americans do understand that there is no eternal enemy or friend. It is only the national interest that matters. The research came to the conclusion that the American policy towards Sudan since 1989 negatively impacted on the Sudan and the only way for Sudan to normalize its relations with the USA, is to change the tune when dealing with the USA. It was made clear in the research that after September 11th 2001, the USA, lost most of its credibility in the world. Despite all this, it remains to be the strongest power in the world, and caution is always needed when dealing with it from different countries if they are looking for stability, good neighbourly relations and good relations with the world at large. The research ended with proposals that might by useful to policy makers when dealing with the USA.
