Abstract

This research discussed the problem of the delivery of social services in the Gazira scheme under the joint account and after the implementation of individual account in 1980 and the effect of this on the area. The research used the quantitative approach that based on content analysis, and used the office records and government reports of social services department from 1950-1980, and other books that have been published on this subject in particular, as secondary sources, and used the interviews as primary sources from 1981-2008. And spatial framework of the southern Gazira locality as a sample of the research population. The research pointed to several findings. The most important are; the department of the social services in the Gezira scheme, established the foundations of development in the area. The department overcame all the problems at the region such as the realization of stability of the population. Moreover the individual account system, applied in the scheme administration which led to discontinuing of the department caused cancellation of important development activities. However, the privatization policy had negative impacts on the society. The most important recommendations are, the necessity of utilizing from the experience of the department, and adopting it's polices to make a comprehensive rural development, also the necessity of the integration of both the public and popular efforts. In addition to that it is necessary to find out means to avoid any probable affects of the government policies, or institution management ,on the developmental projects .
