Abstract
The University of Khartoum, like any of the other higher education institutions, seeks to develop the human resources capable of disseminating and applying knowledge with a view to meeting the challenges and coping with the changing needs of the community. The leading and pioneering position of the University requires it to be an example to be followed with respect to its ability of adopting the modern means and methods of administrative reform. On the strength of the importance of organization function, this study aims at exploring the weak and shaky places of the administrative system of the University, and proposing some ideas for organizational reform. The researcher focused on the performance of University Council and Senate and their committees since they govern the administrative, financial, and academic polices. The achievement of University goals necessitates realizing the highest degree of harmony and coordination between the various units through designing organizational structures in which tasks are distributed adequately among individuals and groups. The absence of organizational structures in some places in the University has created a great deal of overlapping of some activities and jeopardized the designing of comprehensive manpower planning. Moreover, the University retained its traditional organizational forms although great expansion and development occurred during the last two decades. The researcher seeks to find answers for the following questions:- 1- Does the University Council perform its tasks in an effective way that enables it to:- {a} Make strategic and operational decisions. {b} Supervise and follow-up its decisions. {c} Issue by-laws and other legislations. 2- Is the absence of a comprehensive organizational structure behind the absence of scientific manpower planning? 3- Is organizational reform necessary for coping with the development and expansion that occurred during the last two decades? The researcher depended on the following data:- • Secondary Data which is presented in chapter two pertaining to the characteristics of the different organizational designs such as departmentalization, span of control, coordination, delegation of authorities, organizational development and change. • The administrative heritage and the current organizational structure of the University. These are expressed in chapter three and four. • The researcher\\\\\\\'s observations derived from his work experience. • The opinions of the elite concerned with administrative work through the questionnaire which was administered to collect the primary data. The researcher used the descriptive and analytical approach to carry-out his research. Also the researcher employed the statistical package for social sciences (SPSS) for carrying out the analysis of the data. The major findings of this study can be summarized up as follows:- • The Council has not been performing its tasks and is not exercising its powers effectively so as to activate its committees and follow-up their performance, as well as to make decisions & legislate by-laws coping with new developments. • The lack of organizational structures in some sites of the University led to the absence of comprehensive manpower planning especially for the non-academic personnel. This has caused a lot of confusion in the policies of recruitment and training as well as failing to cover areas of poor productivity despite redundancy of manpower. • The expansion of University of Khartoum in the last two decades requires the carrying out of legislative reforms and organizational and structural changes. The recommendations of the study can be summarized as follows:- • Carrying-out a legislative reform to reinforce the principle of democratic shift in addition to creating new posts of assistants to the Vice-Chancellor of the University. • Encouraging the Council and the Executive and Financial Affairs Committee to perform their tasks in developing the University academically, administratively & financially. • Retaining the current structure of the Senate to go on as a parliament where ideas meet provided that some of its tasks are entrusted to academic boards to be established in the different University campuses. • Adopting the decentralized approach by delegating most of the financial and administrative powers to the faculties and campuses. • Instituting organizational reforms in the administrative units concerned with Engineering affairs, Maintenance, Services, Admission and Registration Administration, Investment and Development Administration. • Designing organizational structures for all parts of the University including the distribution of tasks, delegation of authorities, and specifying the channels of communication and coordination. • Designing a comprehensive manpower plan to assess the University needs for staff according to the work requirements together with the classification of these needs in terms of skills, specialization, experience and training needs
