تقويم تجربة الصندوق القومي للتأمين الصحي بالسودان

Abstract

The present research aims at knowing the experience of the implementation of the health insurance at the state of Khartoum at both the private and public levels, in the period 2000-2005; by studying the administrative and technical systems on which the project was based comparing it to the international theory applying thbat to some African and Arab states. Then to point out the most important problems that hinder the process of translation, to meaure the rate of the satisfcation of the sick people and the employees as regard to project, analizing the reasons theta ked to those problems, and to set out the necessary resolutions to the. The first chapter included the definition of the General Management of Insurance, some concepts related to it, and the main factors on which the theory of preparation and workout before the execution the experiment were based. In the second chapter, the researcher tackled the eperiences of some African an Arab states as well as that of the National Health Fund in Sudan, in this chapter, the researcher exposed the most important privileges and the administrative problems that accompanied the project. The fourth chapter discusses the result of the research and forwarded some recommendations. During this chapter, the researcher carried out some interviews with some managing Directors of the Naional Fund for health Insurance. The results of the study pointed out that the weakness of services was due to the weakness of the financing resources, the non approval of the administrative regulations, the increase in the insurance coverage by the incoming of new categories, and the horizontal and vertical extensions in the field of health services. The study pointed out as well that the citizens and their families agreed to the increase in the 2 attraction categories in favor of the amelioration of the health services, the enlargement of the list of medicines, and consequently this shall point out to the interrelationship as regard to the level of health services, transfer, and the rate of the stisfaction of the sick people vis-à-vis the project. In the light of the results, the research came out to a number of recommendations.
