Abstract

The title of this research is The Role of Popular Participation in Local Development. It concentrates on the period from 1995 to 2005. The subject of this research is about the definition of public administration concepts of Popular Participation, concepts of local development and the relationship between development and popular participation. The research deals with some countries experiences as models of popular. The research used descriptive historical methodology to trace the development of previous concepts through the literature which discussed popular participation and local governance. The centre of this research was about popular participation as collective cooperative phenomenon in Sudanese society that can not succeed without existing of popular leadership such as native administration local leaders that have basic role in popular participation by solving the problems which face the local community and give attention to developmental projects in order to improve the social and economic life of their people. The research reached to the following Findings:- - Shortage of financial resources, illiteracy, unqualified cadres effected negatively on the local development projects. - Lack of basic services in the Locality of ELdeain due to the absence of planning, accountability and follow-up. - Instability due to the tribal conflicts, and armed robbery are considered the main obstacles that face local governance in the. - The performance of local government’s institutions was not good due to the failure of its functional and organizational structures. - The institutions and organizations of civil society have been neglecting the basic requirements of the local community concerning local development projects.
