Abstract
The main focus of this study is on the administrative challenges of the
displaced people in Darfur, in general, and Al-salam camp in North Darfur State
(AL- Fasher Town) in particular, as the case study. The objective of the study is
to project those existing administrative challenges and the prospective ones, in
the foreseeable future, in the realm of voluntary return and re-settlement.
To achieve these ends, the study adopted a number of scientific
methodologies. Of these, was the historical approach, for studying the historical
background of the displacement phenomenon and the experience of camps
administration. Likewise, the statistical approach, the descriptive approach, the
analytic approach and the case study approach were used to reach precise
findings.
The study adopted some research tools, such as observation, the
questionnaire method, the interview technique and the listening meetings.
Accordingly the study found out that there are several administrative challenges
which confront the administration of camps. Some of these challenges are purely
administrative organizational. Others are related to the tribal and ethnic
structural factors, while some are of national, regional and international political
nature.
The research contained four chapters, chapter one constituted the
theoretical framework. It handled the displacement concepts and definitions and
its experiments on the international level. Chapter tow dealt with the study area
and the experience of Darfur in the administration of displacement and camps,
together with the description of the camps which formed the case study at Alfasher
Town. Chapter three contained the discussion of the data. Chapter four
contained the findings, the deductions, recommendations and conclusion.
The study recommended that the scientific administrative approaches
must be activated, in the work of the organizational structure, which depends on
the determination of objectives and the required activities, so as to achieve these
objectives. These activities may be divided in to cohesive work groups, the
determination of the relations of these groups with each other, the
documentation and recording for all administrative activities, (such as minutes
for meetings, periodical reports and the visitors register etc). There is also, the
participation of displaced in the various services committees (especially women,
for their traditional historical status), the enhancement of the role of the local
administration, through their participation in the various administrative
activities.
The study also, recommended the activation of specialized administrative
training for displaced people camps administrative cadres. In addition, an early
warning system should be installed, as the situation in Darfur in general and in
this state in particular is fragile, as far as the natural factors and the results of
the crisis and its future consequences are concerned. Over and above, there is a
need to activate the national and local voluntary organizations, through
providing them with the required financing, with the possibility of the
employment of the capacities of the international agencies and organization
