Abstract

This study handled the administrative reform experiment, in the framework of the federal system. This system was initiated by the State in1991, in accordance with the 4th constitutional decree. The experiment comes about, to face major problems which continued to confront the administrative apparatus, and from which it continued to suffer. The administrative reform under the federalist system was distinguished by the decentralization of authorities (financial and administrative) and the adoption of administrative techniques which are similar to those applied in market and the private sector. The research focused on three basic axes in administrative Reform; which were adopted by the federal system: decentralization of the administration, accountability and perfecting performance. The research, further, attempted to answer the following questions: - *To what extent would the administrative reform experiment in the federalist system, differ from that of the other systems? * To what extent did the administrative reform programmers, achieve their objectives? * What are the major constraints which faced the administrative reform, under the federal rule? For answering these questions, the researcher used the interdisciplinary approach so; the descriptive approach was used to recount the experiment of administrative reform, through that period. Likewise, the analytic approach was used to evaluate those experiments and expose the problems and constraints which were faced. The research also depended on the data obtained from the primary sources and secondary sources. The secondary sources came from the publications of council of ministers, the Federal Rule Chamber, the Ministry of Labour and the Administrative Reform, The General Injustice and Accountability Corporation, The Management Development Centre and the Sudan Academy for Administrative Sciences. The primary data for studying the administrative reform experiment, in the above mentioned fields (administrative decentralization, accountability and perfecting performance) were collected through the questionnaire, through the study of the administrations of the Gezira Scheme. Of the most important results of the research; are that : the federal system was not able to solve the financial and administrative decentralization problem; that the level of performance of the institutions was not changed, that the federal system could not adopt a system of government which observes the legal framework, the supremacy of the rule of the law, and work for participation, accountability and transparency .It did develop on effective and efficient administrative system which makes development go forward .
