Abstract
This study had taken the merit system in selection and employment
in Sudan, focus on the federalism of public service abroad, so as to reach
to the actually application of the merit system; in selection and
employment, So the study contains an introduction and three chapters, the
first chapter contain the basses of selection and employment . The
important features of this chapter that it explain the important problems
which as a result from the wrong of choosing and employed.
Whether the second chapter had the tests in selection and
employment, and also an important conception of good chosen.
The third chapter of study had taken extent application of merit
system in the federalism selection of public service brad, so this chapter
had introduce analysis study about selection broad and objectives and an
important basses and conception of selection, and following procedures in
choosing in federalism of public service broad.
In this study used more than method and this according to the
needs of studying the first method that spread in using is the analytic
descriptive method and the opposite method.
The researcher used the opposite to find out the information
concerning of his study .
At the end of the study was a good result, the most important of it
that test is not the basic measure for selection at the federal public service
abroad. And the evaluation of its work is realized if the committee
completes the shortage at the government organization and finally the
committee is try to doing the best of rules of the merit system.
