Abstract
This study reflects the status of Local Administration in Saudi Arabia since the era his Majesty King Abdel Aziz Al Saud up to the present time. The long sequence of developments culminated in the citizen's participation in managing their Local affairs. The research tackles tow Hypotheses: a) The historical development of local Administration in the Kingdom of Saudi Arabia will not pave the way for a real public participation in local Administration. b) Due to the ethnic and tribal nature of the Saudi Community it is rather impossible to provide a genuine System of election. The study composes of four chapters; the first chapter provides a literature review of local Administration and gives some examples from other countries while the second chapter concentrates on the development of Local Administration in the Kingdom. The fourth chapter explains the phenomenon of election systems and gives an idea about election in Saudi Arabia as provided for in the relevant regulation، and to what extent are those regulations suitable for giving the people the privilege of participation in running our Local affairs. The fifth and last chapter handles results and recommendations. The research extends some recommendations in both Local Administration and elections areas witch could be summarized in a) Enlightening the people on the importance of using their rights in participation in managing their Local affairs. b) Training the necessary cadre for managing local Administration. c) Providing ways and means for absorbing tribal and ethnic differences and strengthening civic norms and citizen's national feelings. d) Making more use of other countries experience in areas of elections and citizens participation
