Abstract

Sudan has certified an economic improvement in last times , which refer to discovering of the Sudanese Crude Oil in half of the seventies from the past century and its exporting in last of nineteen in addition to jointing of the Oil’s reviews in circulation of the national Sudanese Economy , that economic advancement are cause to pumping international , regional and local investments in Sudan which reasonable environment , multi-climes and suitable land for agricultures are supported the investment ., according to issued acts for encourage the investment which have effect to involving trained, specialist and normal foreigner Labors for Sudan ., the reasons which has formed some negative phenomenon must stop on its details , the researcher looking forward to facing this problem just to crossing the negatives phenomenon and get benefit from the foreigner labors . Importance of this study refer to the checking and searching in regulations of labor’s using , in addition to effectiveness of the specialist Utilities on the Economy and development as comparative study in regulations of KSA The study looking after matter of the foreigner labors with funding the weakness points then to treating it by the analysis descriptive approach which are depend on the primary and secondary resources. The research are content of three chapters , conclusion , results and recommendations ., the first chapter are consider as production for the research has include definition for terms of this study. In The second chapter researcher has dealing with Sudanese regulations for Using this labors according to its rights and duties which covering both foreigner and national labors., Also attention to effect of the foreigner labors for Sudanese economy through reports and statistics ., that to know its advantages and disadvantages , in addition to classifying , legislation and Origins of this labors. The third chapter treating regulations of using non-Saudi in KSA with the systems that controlling the foreigner labour. Guarantee of the rights and duties of both the national Saudi labour and foreigner labour , conditions of award work licenses , resources and classifying that labour , effect of this labour for Saudi economic during amount of this labour with its contribution in Saudi economic activity , amount of the unemployment in the Saudi youths upon to statistics and reports , also its social - cultural effects and negatives , positives of this labour ., lastly the conclusion . ز The conclusion consist most importance results and provided some recommendations which shown that the regulations provisions have elements can controlling this labour., but there are decrease in applying , also the applied means in the specialist Utilities haven’t enough efficiency , also poverty of the required abilities and coordination., The results are explained that the national labour are not covering the Sudanese work market whereas the available labors are need to training for make them adapting with changes of the work market . The specialist Utilities have poverty to data base that for controlling increased foreigner labour. The results are shown that the necessary to get the benefit from Saudi experiment , its means in controlling the foreigner labour and guarantee rights of the national labors in the employment Opportunities ., so under light of this results the researcher provided some important recommendation which can be Used practically
