Abstract
This research aims at studying the current and future situation of the Gulf Cooperation Council in light of developments at regional and international levels since the events of September 11,2001. this is based on the assumption that these events had a direct impact on the Guif Cooperation Council, and resulted in many challenges that face the Council, affecting its stability and continuity. It is also assumed that the Council’s ability to stand up to such challenges and over come them is the factor which determines its future. Therefore, reform efforts at the level of Council and its states will increase such ability. One of the important findings of the study is that regional and international developments affected the Gulf Cooperation council and brought about an entirety of challenges in the security, political and economic fields. It is also found that the process of integration is rather slow, and that the council needs reform that coincides with reform at the level of member states. One of the most important recommendations of the study is that standing up to posed challenges requires starting with unity of the ranks in the Gulf, and it is face of security developments. The study also recommends that desired reform in the Council starts with subjecting the principle of national sovereignty the Council’s mechanisms and creating new ones that suit newer challenges brought about. One such activation is revamping the role of dispute settlement
