Abstract

The study covers management and development of services and public utilities in cities in general and Khartoum in particular. The study focuses on problems that face cities and relevant authorities. It also discusses challenges in fields of local administration development, planning and organizing services and public utilities, their management methods and development in Khartoum state. The study uses the historical method to present facts and historical events, therefore, the analytic method is employed: and it depends on primary resources such as personal visits and interviews and secondary method such as refrences, reports and symposium in data collecting. The study is presented in four chapters: Chapter one includes the proposal, significance, aim and hypotheses of the study, beside the study and data collection methods and time and space limitations of the study, in addition to the literature review. Chapter two includes theoretical framework, concepts and definitions of towns, urban progress and changes and the civil authorities that achieve economic and social development. Chapter three covers the evolution, and demographic basis of Khartoum state. The study includes natural basis, location, climate, size, infrastructure and characteristic of Khartoum state ( present – future). The research experiments included three municipalities of the state (Khartoum – Khartoum north – Omdurman )in order to identify provision of adequate public services. and public utilities and provision of adequate public services. It also recognizes the procedures that should be taken to administer and develop services and utilities, after that the researcher presents the obstacles and challenges that face services provision. The fourth chapter tackles services and public utility polices in Khartoum state and administrative challenges of providing infrastructure services, features and classification of services. The researcher and to identify that face municipalities and cities, and how to resolve them, The research concludes with results and recommendations that show the current increasing gab between the service and public utilities level, and the targeted levels to improve Khartoum inhabitantsʹ low level of urban environment, living and economic standard. Moreover, there is an evident need to develop service and networks in greater Khartoum. Relevant authorities should collaborate together to avail all services and do away with the emphasis on the sect oral planning and move ahead towards comprehensive planning. However while, taking into consideration the gradual development that start form below at the service provision level or implementation of basic prerequisites in the initial stage and develop later policies and vision that fall in line with the economic capabilities may be adopted. There is a need to mobilize capital and attract investments for such sectors and to formulate specific goals and objectives through adoption of implementation plans to such services and utilities separately within the general structure of the city, different options, stages, funding capabilities and planning and implementation mechanisms.
