دراسة ظاهرة التعدي على المال العام في بعض ولايات السودان

Abstract

The aim of this study is to investigate the causes of deterioration of the public employee’s behaviour and ethics of the job in the institutions and organizations of the public sector in the Sudan and endeavour to set the required solutions for these negative phenomenon which are continuously increasing. This phenomenon has become a threatening factor damaging the public service institutions in the Sudan, therefore our concern in this study is to investigate it by specifying hypotheses that achieve clear-cut results by using the analytical and descriptive method in collecting data and information. This study covers five chapters. The first chapter includes the general guide-lines for the public employee and job in the contemporary systems which encompass the basic concept for the public employee, the job systems, the employee’s behaviour and ethics of the public job in the third world. The second chapter tackles the concept of selection in the contemporary management thought in terms of styles, job description, methods of selection, duties and rights of the public employee and wages and privileges of the job. The third chapter includes the values and elements affecting the employee’s behaviour and ethics of the public job in social, religious, cultural, educational, political, economic and information aspects. The fourth chapter consists of justice and monitoring organs and to what extent theses organs achieve their goals in the public service in the Sudan. The chapter also includes types and functions of the justice and monitoring organs, study and analysis of legislations and laws concerning the employee and the public job and presentation and analysis of models of embezzlement of the public fund in some institutions of the public sector in the Sudan with reference to Khartoum State, Sinar State and West Kordafan State. The last chapter includes conclusion, recommendations in addition to appendices and tables
