This research deals with the study of the economic impact of the General Agreement on Trade in Services (GATS) on maritime transport in Sudan under the obstacles, which it faces, and the ability to overcome these obstacles through this agreement. The aim of this research is to identify the problems currently facing maritime transport in Sudan, such as the fierce foreign competition. It also aims at finding out suitable solutions with the regional and international economic grouping, in, which the Sudan participates. This implicitly includes (GATS). The descriptive-analytical and statistical approach has been used throughout the study. The research consists of six chapters which concerned with the definition of transport and its significance in the economic activity, maritime transport in Sudan and its main problems, the ability to use regional economic grouping in solving these problems and demonstrating pros and cons. Of the (GATS) and its economic impact on maritime transport , with special reference to Sudan. The research highlighted the low contribution of the Sudanese maritime fleet in transporting Sudan Foreign Trade. It has also referred to an unoptimal use of the productive capacity of the existing fleet. On comparison with the other maritime services, transport goods services were relatively less efficient. The inability of maritime transport sector in Sudan to attract Foreign Direct Investment (FDI) was due to the very complex obstacles facing the efficient functioning of the sector. Further more the study recognized the present low feedback from the regional economic grouping - specifically (COMESA) - and the inability to promote the maritime transport sector at this pre custom union stage of integration. However the research recognized the potential benefits to be reaped from the custom union to be established in the year 2004. Taking the advantages of its geographical location in Africa, the Sudan is expected to serve effectively the neighboring landlocked countries. This will immediately call for further expansion not only of the maritime transport and the related services, but also the inland transport. However this calls in particular for enhancing transnational railway and road systems. Based on the previous findings, the research concluded with some recommendations. Most important of which is to invite (FDI) into the sector and at the same time encourage the local private sector to participate in this endeavor. All this is believed to help enable the maritime sector to compete internationally
