Abstract

This study presents the localities' role in development taking Omdurman's locality as an example… The reason for selecting this locality for applying the study is its miscellaneous population's structure. and its big geographical size (with an interface between the urban and metropolitan environment and its multi financial and economical resources). This matter provides opportunities for the locality development if efforts are presented by the concerned parties to activate these roles. The researcher utilized the descriptive /analytic method which depends on the preliminary data from interviews and questionnaires and secondary sources from books, reports and researches The problem of the research is summarized in whether the localities since they have been stipulated in the Local Act 1995 and their establishment within the framework law of local rule 1998 have the ability to develop themselves by their own resources and the state's resources which have been annexed to them? The hypo sis of the research was as follows: 1- Powers delegated to Localities as per the Local Rule Act of Khartoum State 2007 do not enable them to play their rule in developing services and achieving local development. 2- Intertwining of the joint powers between localities and the concerned states' ministries weakened the financial resources of the localities. 3- Participation of citizens in planning local development and establishment of priorities contributes actively in success of development projects. 4- The state's aid does not enable the locality to fulfil its development role. The analysis result of the questionnaire's questions was as follows:- 1) Confirmation of the correctness and negation of the first hypo sis... We find the legalislators confirmed the correctness of this hypo sis because Local Rule Act of Khartoum's State 2007 increased their powers and responsibilities, but it is negated by the executive and professional cadres which show dissatisfaction with this act because it weakened their administrative rule... 2- Confirmation of the correctness of the executive and professional employees but it is negated by the legalislators because the locality has huge self resources in addition to the state's aid... (ح) 3- Confirmation of the correctness of the third hypo sis by all the targeted categories because people participation in rendering services and in development is an active and vital role... 4- Negation of the correctness of the fourth hypo sis that the state's support does not enable the locality to fulfil its development role. But all the categories confirmed its importance in success of development planning and to consider the possibility of increasing the aid. After these results the researcher recommends the following:- 1-increase the financial items allocated to development in the locality's budget and also to increase the state aid. 2- Train the cadres working in the locality bodies high training.. 3- Raise health awareness... 4- Confirm the official and non official mass media to activate the feeling of the necessity of local development. 5- Connect environmental and development issues together... 6- Attract people's participation by enhancing confidence. 7- Localities should enjoy more freedom in practice of their responsibilities in order to perform their role successfully... 8- Reconsider modification of local and state laws... 9- Increase investment and establishing policies that attract investment by the local and external sector.... 10- It is important to transfer the appropriate technology as a mean to update development systems at the locality... 11- State's government and the ministries connected with the locality should bear their financial obligations without referring to the localities... 12- Encourage competition among the localities..
