Abstract
Administration today is considered as one of the first concerns of modern communities. It is as important variable that determine the competence and efficiency of sectors, yet its importance increases in accordance with the expansion of activities and specialization. The development of the administrative capacity is a priority in the administrative precipice, because it cares for the development of the human factor, and it conflates with administrative efforts to achieve objectives . The concept of administrative development is based on the correlation between developing the administration so as to develop the abilities to administer development, so that the development administration becomes more capable in achieving of objectives, and the administrative bodies which are meant to achieve development in a certain community through establishing the proper organization bodies and developing the skills of the man-power and work regulation. ( Hassan Abashar 1981 p.5) The present study has presupposed the insufficiency of measures being taken to increase the ability of the administrative body in the basic education institutions in Sudan from 1990 – 2000 to meet the quantitative expansion and achieves its objectives. These procedures are exemplified in the development of laws and legislations in effect, developing and training the labor force, developing all the organizational frameworks, procedures and methods. This entire advancement represents the administrative development in the basic education institutions. the research has chosen a representative sample from basic education at the local & the basic & secondary school level . He has collected data about them to check up the previous hypothesis. After processing an analyzing the data and testing the hypothesis the result shows that administrative development in the basic education institutions , in the period of the study shows the non-achievement of the educational objectives within the theoretical side in the third and fourth chapters of this abstract. Thus, the researcher perceives the importance of advocating new studies around these subdivision systems for the sake of achieving the administrative educational development system. The most important of them is the development of the human recourses in basic education institutions and the effect of both the economic & politic systems on the basic education institution
