Abstract
This thesis comes as an attempt to understand the impact of investment
environment in attracting foreign investors into Sudanese private sector. The
thesis looks at the atmosphere on which investors rely in administering their
investment in Sudan.
The service, industrial and the agricultural sectors are considered the most
attractive sector for investors in Sudan due to their low risks and availability of
favorable environment.
The methodology used in the study of this research is the descriptive,
statistical and the analytical methods. This was done in an attempt to draw a
clear picture about investment in Sudan and to understand its concepts, types
and effects on a range of variables such as the volume of capital, balance of
payment, labor, income and wealth distribution, technological advancement,
legal as well as political advancements, managerial, and economic frameworks
on which investors rely.
This thesis also explores investment sectors in Sudan and the ways and means
of their promotion and enhancement.
The research problem is that the investment climate in Sudan is not
conducive for attracting foreign investment, specifically reflecting on the laws
and regulations that govern the operation of the local and foreign investment.
They do not attract or encourage foreign investors to invest because of their
negative and restrictive nature.
The study reached a number of conclusions:
• Investment is the main mover of economic activities because of its
direct relationship with capital formation, and the increase of capacity of
the national economy, for purposes of production, renovation, and
development.
• Direct foreign investment is a source for obtaining foreign capital,
which represents a basic pillar for any development program in host
countries; a source of modern and developed technology transfer to host
countries, and the creation of new relations with businessmen and with
their mother states.
Hence the amendment of this laws and regulations would encourage foreign
investment. Mean while the exploration of oil in Sudan and its coincidence
with the rise in oil prices led to neglect of structural problems in the
agricultural sectors both plant and animal production.
The research came up with the following recommendations:
• The treatment of all aspects of deficiency and the removal of all
obstacles which hinder the investment, generally and foreign investment
in particular,
• The completion of the unified window system to absorb the remaining
related ministries.
• Conducting more reforms in the legal and procedural systems for the
private sector to be more transparent. Framework of general reform of
the economy, for the purpose of developing the economic environment
and make it more conducive for local and foreign investment
