Abstract

ً هدفت هذه الدراسة إلى التعرف على المقومات الطبیعیة والبشریة التي یمكن أن تكون أساسا یسهم في دفع عملیة التنمیة الإقلیمیة بولایة سنار، بالإضافة إلى دراسة وتحلیل واقع الأنشطة الاقتصادیة والاجتماعیة المكانیة، لتحدید مستوى مساهمتها في عملیة التنمیة الإقلیمیة بمنطقة الدراسة، ودراسة أبعاد التنمیة في الإقلیم، ومن ثم رسم رؤیة مستقبلیة للتنمیة الإقلیمیة بالولایة. إعتمدت الدراسة على منهجي الاستقراء والاستدلال، وذلك من خلال عدة مداخل شملت المدخل الإقلیمي، و المدخل التاریخى، والمدخل الوصفى، ومدخل الإحصاء التحلیلى. وقد أُستخدمت الاستبانة لجمع المادة الأولیة، والتي وزعت على 230 ّ أسرة یمثلون عینة الدراسة في المحلیات المتعددة، حیث شكل المجتمع الكلي للدراسة 209434 أسرة. هذا بالإضافة إلى أداتي الملاحظة والمقابلة الشخصیة. ودعمت المادة الأولیة بمعلومات من المصادر الثانویة. وقد تم جمع المعلومات الأولیة باستخدام العینة العشوائیة البسیطة، ثم تلخیص وتحلیل البیانات باستخدام برنامج الحزم الإحصائیة للعلوم الاجتماعیة (SPSS .(توصلت الدراسة إلى مجموعة من النتائج أهمها: َّ أن هناك موارد طبیعیة وبشریة متاحة لم توجه لخدمة التنمیة، وأن معظم الجهود التنمویة قامت على أساس نظرة اقتصادیة بحتة دون اعتبار التنوع البیئي والإقلیمي والاجتماعي، و ضعف مشاركة أفراد المجتمع في وضع وتنفیذ الخطط والبرامج والمشروعات. كل ذلك ً من الحكومة المركزیة قاد إلى تعثر التنمیة الإقلیمیة بمنطقة الدراسة. كما توصلت الدراسة إلى أن كلا ً متكاملة وأخرى متضامنة في تمویل مشاریع التنمیة وجهود التنمیة الإقلیمیة والولائیة قد لعبتا أدوارا بمنطقة الدراسة، و أن الرؤیة المستقبلیة لمسار التنمیة الإقلیمیة ترتكز على المرتكزات الطبیعیة والبشریة، وعلى الخطط الإستراتیجیة للتنمیة بالولایة. وتمثلت أهم التوصیات في: ضرورة الاستفادة من الموارد والإمكانیات الطبیعیة والبشریة المتاحة، وتوظیفها لخدمة التنمیة الإقلیمیة بمنطقة الدراسة، والاهتمام بالجانب الاجتماعي عند وضع وتنفیذ خطط ومشاریع التنمیة، وذلك عن طریق وضع العائد الاجتماعي في المقام الأول قبل العائد الاقتصادي، ووضع التنوع البیئي الإقلیمي بالمنطقة في الإعتبار، وذلك بمنح كل إقلیم أو محلیة في منطقة الدراسة ما یناسبه من مشاریع التنمیة، و تفعیل دور المشاركة الشعبیة (أفراد المجتمع) في التخطیط والتنفیذ لمشاریع التنمیة الإقلیمیة. Research title: The Spatial Dimensions of Regional Development in Sennar State Students Name: Mohmmed Mansour Mahmoud Omer Degree: PhD in Geography This study aimed at investigating the natural and human constituents which may contribute to the basis for advancing of the regional development process in Sennar State. This is in addition to studying and analyzing reality of the spatial economical and the social activities in order to determine the level of their contribution to the regional development process in the study area, and to study the development dimensions in the region, and then draw a vision for the future regional development of the state. The study relied on the induction and deduction methods through several approaches, including the regional, historical, descriptive approaches as well as the approaches of regional geography and analytical statistics. The primary data were collected through questionnaire distributed to 230 families representing the study sample in the various localities, the total size of the study population being 209434 families. This is in addition to the observation and personal interview tools. The primary data were supported by information from secondary sources. The initial information was collected using simple random sample, and then summarized and analyzed the data using the statistical packages of the social science (SPSS) program. The study arrived to a group of findings, the most important of which are: There are natural and human resources available that have not been channelled to the service of the development, and that most development efforts have been based on a purely economical perspective without regard to environmental, regional, and social diversity, and the weak participation of members of society in the formulation, and implementing of the plans, programs and projects have led to the faltering of regional development in the study area. The study also found that both the central and the state governments have played integrated and mutually complementary roles in financing development projects and regional development to support the efforts in the study area, and that the future vision of the regional development course is based on natural and human bases and on the state's strategic development plans. The most important recommendations of the study include: the need to make use of the available natural and human resources and potential available, to apply it to serve regional development in the study area, and to focus on social aspect when developing and implementing development plans and projects, and that would happened by placing the social advantages primarily before the economical advantage and taking into account the region's regional biodiversity, by giving

each region or locality in the area under study the proper development projects, and by activating the role of popular participation (community members) in the planning and implementation of regional development projects.
