Abstract
This study sets out to address the issue of planning of training in the Federal Ministry of Health as a basic scientific approach to meet the actual needs for capable health manpower to cope with health development in Sudan. The writer observed that, there are gaps in the coverage between the different health specialties "quality and quantity" and he assumed that this is due to the inappropriate training planning. The purpose of the study is to assist to improve the performance of the training unit in the Federal Ministry of Health in the most important aspect of the training function. In order to achieve this study , the writer assumed that the mechanism responsible for managing the training function in the Federal Ministry of Health is not functioning effectively, clear and sustainable training polices are absent, absence of scientific training plans to meet the actual needs for health man power. The study falls into four chapters. Chapter one illustrated the literature review on planning of training. Chapter two traces the Sudan historical experiences on training management, and demonstrated the positive and negative benchmarks of training. Chapter three deals with the history of medical education in Sudan, and the administrative set up of training in the Federal Ministry of Health. Chapter four allocated for the analyses and demonstration of the data. Chapter five highlighted the results and the recommendations of the study. Adopting the concept of scientific approach and using the appropriate data collection methods "survey, questionnaire, interviews and secondary source materials ", the study identifies the variables that directly impinge on, and positively influence the planning of training in the Federal Ministry of Health. The study came with the findings that, two little has been done in planning for training in the Federal Ministry of Health in terms of sustainable polices, identification of training needs, determination of priorities, planning, implementation, following up, monitoring and evaluation
