Abstract
The research tackled the administrative structure in the Ministry of Agriculture& Animal Resources and Irrigation in Khartoum State as case study with view to evaluate its role in development management. Research hypotheses were as follows: • Weak of interest in organization in terms of defining goals and preparing the structures without considering its importance in the flow of development process. • There is incomplete consensus between the posts and the requirements of development activity. • Insufficient Attention is paid to the human- recourses in terms of qualification and training. • Lack of participation of beneficiaries in the process of project management. The curriculum Used was historical, analytical and descriptive The firs chapter presented the theoretical framework by which the administrative structure is defined in terms of targets, principles, elements and organizational forms. The concept of development management is defined and compared to the concept of administrative development. The human resource administration and human resource development is defined and applied to Sudanese context. The second chapter presented as case study of the Ministry of Agriculture& Animal Resources and Irrigation in Khartoum State: Foundation and evaluation as a first theme, the development of administrative organization with regard to the targets and organizational structure and job structure in the second theme. Then, the third theme described the development management and human resources development within the Ministry and the fourth theme tackled the issues of management within the Ministry. The third chapter undertook the analysis of the situation inside the Ministry in the areas of administrative organization, development management & human resources development and management as described in the first chapter. The results and recommendations of the research were included in the fourth chapter. In a nutshell, the effective development management require deep changes in the established an inherited system. All this should be done in the framework of a national plan to support the reform programs by modifying the targets and management polices as well as any other aspect of the organizational work. It is also essential to accommodate the organizational structure at the Ministry and its work patters and activities with the changes and new arrangements in surrounding environment in order to achieve harmony between the organizational structure and surrounding circumstances. Furthermore, the organizational structure can be modified by re-assigning specialties, grouping jobs and re-designing the communication lines and the channels of power and responsibilities. The re-designing of the organizational structure includes also the establishment of new organizational units as well as the abolition of some existing units. Moreover, there is a possibility of using new administrative patterns and activities that may provide the Ministry with a higher performance compared to other Ministries by way of enhancing the skills, capacity building and changing the staff behavior through training programs and putting into effect the regulations related to prizes and penalties so as to achieve a qualitative change necessary for the management of development so that the development plans shall reach the set objectives
