سياسات التنمية الريفية وأثرها في عمليات التصحر دراسة حالة: مشروع جبال النوبة للتنمية الريفية

Abstract

هذه الدراسة استهدفت السياسات المطبقة في نهج التنمية الريفية وأثرها في عمليات التصحر. واتخذت حالة دراسة مشروع جبال النوبة للتنمية الريفية. وللوصول إلى نتائج مجردة استخدمت الدراسة عدد من مناهج البحث العلمي متمثلة في المنهج التاريخي والوصفي التحليلي. واعتمدت على المصادر الثانوية لجمع المعلومات والبيانات. ووصفت فروض معينة منها ما دور وأثر هذه السياسات في تصحر المنطقة بخاصة سياسة تطبيق التقنية الوسيطة في منطقة الدراسة. ثم السياسات الاجتماعية والاقتصادية. وسياسات الاعتماد على التمويل الأجنبي وغيرها. وتوصلت الدراسة إلى نتائج مفادها أن السياسات المطبقة لتحقيق أهداف التنمية الريفية قد أدت إلى تعرية المنطقة بإزالتها من الأشجار وتفكيك التربة وأنهاك الأرض بالزراعة المكثفة ومما أدى إلى فقدان خصوبتها وجفافها وبالتالي إلى تصحرها تلك الظاهرة التي أدت إلى نزوح مجتمع الريف نحو المدن بخاصة مدن العاصمة المثلثة، كما أدت إلى صراعات قبلية نتيجة للتنافس حول الموارد الشحيحة. وفي الختام قدمت الدراسة ببعض التوصيات التي تساهم في إصلاحات ومعالجات الآثار السالبة التي ترتبت على تلك السياسات. ومن هذه التوصيات نورد الآتي ذكرها: - تشجير منطقة الدراسات بنباتات تتلاءم مع البيئة. - إيجاد بدائل اقتصادية أخرى مساعدة للنشاط الزراعي لتحقيق العبء عليها. - توفير الوقود الزيتي والغاز الطبيعي وملحقاتها لتخفيف الضغط على المنتجات الغابية من حطب الوقود والفحم النباتي. - استخدام الدورات الزراعية حتى تتمكن الأرض من استعادة قدرتها الإنتاجية. - توفير الائتمان المصرفي وبشروط ميسرة حتى يتمكن صغار المزارعين على الاستفادة منها. - فرص الرقابة على كبار التجار من الاستخدامات الجائرة للزراعة وقطع الأخشاب واستغلال المأجورين من صغار المزارعين والرعاة الذين يعملون عندهم. - توفير فرص الصادر في تجارة المحاصيل الزراعية وقطعان الماشية حتى لا يتكدس قطيع الماشية بمنطقة الدراسة فوق طاقتها التحميلية. This study is directly targeting the governmental policies which is being applied to achieve the aims of the what called the rural development in the country and its impacts in the process of the desertification. The Nuba Mountains Rural Development project is taken as the case study. The study has employed Varity of methods of scientific researches, represented in Historical approach, descriptive statistics and analytical methods so as to adopt an abstracted results. The secondary resources is the only resource that the study has depended on to gather information and data. It has put dome hypotheses represented in a- the role of such policies to spread poverty and famine and drought and then consequently the phenomenon of desertification which lead in turn to social mobilization which represents in the displacement and the migration of the rural communities into the urban cities in particular the cities of Khartoum center and also the tribal conflicts which occurred due to the competition of the people on the rare resources. The study come across certain results represented these policies which adopted in the area of the case study led to resources depletion and degradation of the ecology and hence it contributes to much problems rather than curing of them. The study has provided with some recommendation and advices to reform and solve the negative results which created by these policies as the following points. 1- people should adopt the policy of plating more trees in the area of the case study. 2- To motivate people to take care of their ecology and be a ware of. 3- To provide other activities beside the agriculture to reduce the burden form the ecology. 4- To provide oil and gas energy and accessories with encouraged prices to reduce the pressure on the forest product. so as the little farmers could make use of it. 5- To facilitate the change of the export of the animals and the crops so as the producer could export their products with motivated and encouraged prices.
