Abstract

This study is concerned with a vital aspect of socio-economic development in the Jebel Awliya locality of Khartoum State, namely the development of basic health services in the mentioned locality, during the period 1992-2002. Specifically, the study aims to access (and measure as far as possible), the effectiveness level of performance in health services relative to the available financial resources directed to the latter field, both for recurrent requirements and for further development. The data for the present a study was collected from primary resources, by interviewing a number of relevant persons and surveying the opinion of more other (both officials and community members) by administrating a questionnaire in addition to the researchers own direct personal observations. The study reveals that there are some clear weaknesses in the provision of basic health services in the locality studies. And the situation is already further deteriorating. That deterioration (however) is not limited to the health sector but shall most likely affect all other social services in the locality. Therefore, and to stop that deterioration (in health services in particular) this study has argued for the urgent need to make available adequate funding for the implementation of primary health care programmes in the locality of Jebel Awliya and similar other localities. And additionally, the study has emphasized the need to provide preventive health measures as equally important as curative ones. It has also stresses the need to improve work environment for employees in 8 charge of the services, including increase in their wages and salaries and relating all that to a system of management by objectives (i.e. by results). However, fundamental to any effective solution to the problems of health (and other social) services in the local level is the need to promote socio-economic and political development in the country at large, and to mitigate impact of natural disasters.
